The two scenarios
PowerViz Table puts the primary scenario and its reference beside each other, then derives both variance columns from the pair rather than asking you to supply them.
Why one scale
Absolute and relative variance read off the same axis, so a large percentage on a small base cannot out-shout a small percentage on a large one.
